I should be able to gift a founders pack immediately if your just looking to get into early access. Gifted games can be sent instantly. Digital gift cards require 72 hours from becoming friends.

I got scammed with my first steam transaction, how do I report this? the guy refunded the gift card he sent to me as a gift, and I thought it was just steam credit gift (which I think cant be refunded) at first because we waited 3 days for the friend cooldown thing in steam.
