I'm 700+ lvl and i've faced only one hacker in this game.

just got chinese hacker playing widow on koth
instantly flicks to headshot & has perfect head tracking

So flicks or tracking? lol.

if there is one person while reloading, he'd track the person's heart
if there are multiple enemies, he'd flick from head to head
his name was in Chinese, so i dont remember it
