only thing tracer needs nerf at is being stacked

Definitely doesn't need a nerf. If anything he needs a slight buff. He should be able to shift right out of tp so he doesn't get fucked hard.
Otherwise he is completely balanced. Even some tanks can fuck him up.
He has a role and he fulfills it adequately. Not overly so

reaper nor tracer need nerfs, people hate reaper cause his ult is very strong and after the mcree nerf hes basically the only tankbuster so he gets played alot. Tracer is only op with no hero limit, like some other chars as well, the problem isn't the chars its the no hero limit setup. Kaplan needs to give up his fantasy land dream and put a hero limit on competitive. "new and exciting strats" does not equal 3 tracer 3 diva overtime stalls or 2 tracer 2 lucio and 2 winston/zarya koh pretty much exclusively.
