Or pretty much all the offense characters + Widow and Hanzo

although tracer is high skill cap she also kills very fast and has that ekko ult to escape if she screws up I'd say genji is higher skill cap shurikens don't do a lot of damage compared to the other damage characters (tracer mcree reaper etc) and only has 1 escape which is also his all-in
