Finding I'm going up against non-tank heroes, flanking them, unloading, hitting with 90% of my bullets, then they turn around and kill me. :/

Good hero, but I wonder if he needs a small buff at medium or close range.

My playstyle for him is to stay behind a tank and dish out whatever damage I can. I've come to accept as Soldier 76 you don't kill people, just whittle down enemies' hp to the point where assassin classes can pk them. Either that or wait for your ulti to charge up and that's when you can pk people.

Then, whenever you take first signs of damage, just defensively sprint away and heal up. After, go back to dealing damage and rinse and repeat. When I do this, it's normal for me to get about 15-20 eliminations average to about 2-3 deaths.

You are asking too much. He's balanced already.
He has self heal which you can go in and out of fight 1v1 or whatever and ult is ridiculous.
Plus if you gain medium and close range buffs? what happens to reaper..? play reaper if you want close/medium range plays.

don't go all rambo with him, make use of corners and your heal, do some dmg, heal, come back out. don't jump in 1 vs 2, play smart.

he doesn't need a buff at all, just try and headshot more with him
his first few bullets are accurate but after that the spray is a little unreliable so re-aim if you have to

to get the most use out of him try to use your rockets wisely and abuse his heal around corners and shit

He profits from head shots and right clicks
Try burstin instead of spraying for head shots
He's really good

he doesn't need a buff hes arguably the strongest overall attacker, also you shouldn't be holding the fire button you should be bursting 4-6 shots to keep your accuracy. @2nd quote how is it you accept you dont kill with him see below.

Soldier 76 is the most well rounded character in the game
He can beat or lose to every other character

Against Reaper or McCree you have to keep your distance. You can beat them both at mid OR long range.
Against Tracer you have to take your time and make sure you land the grenade (you can sustain her for a long time with your heal). Then she basically dies in 1 hit.

Land the rocket and a few shots to head and you can kill any of the squishier characters in the game instantly
