Doesn't mean he doesn't deserve some fun tweaks. Giving a 5% damage boost to having good aim or something would make it more enjoyable. And not overpower him.
He is rarely used effectively in platinum because he requires a good amount of team coordination. He's easily taken out by reaper, who is almost in every game. Dva wrecks him, as does roadhog.
Not to mention Winston's cooldowns are pretty lengthy and it's way too risky to go into combat without a bubbleshield.

I mean, look at some of these other heroes, reaper has wraith form which prevents damage while in trap yet can still be healed (wtf) and swipe med packs along with a passive that gives health for souls.
While already having incredibly other good utilities and damage output.

if they were to do anything they should just undo the shield bubble nerf they added when hero stacking was allowed, thats it.
