With double mine he has insane mobility which increases his survivability considerably. Why does he need to do top-tier damage on top of that?
Don't forget that junkrat is near useless when he's on low ground against high ground
And he's useless against long range
I think this buff helps fight all the dive comps we've been seeing and when the meta stabilizes it could end up being very diverse
