Having weaknesses doesn't make you high skill cap.
Tracer isn't high skill cap because she dies in like 2 hits to every character in the game
It's because of what she's capable of
Skill cap is based on what you CAN do
Genji's skill cap is almost entirely in his awareness and reaction time with deflecting
