Referee'ing LLD Duels( because sometimes it has to happen ) :

Guidance for Mediators of PvP Tournaments / Matches - by Ferdia ( The below is of course open for discussion ). This is an expanded version of "No Excessive running/hiding, Teleport, Charge, etc. away (or using walls/houses) from your opponent"
There are several scenario's:
Scenario 1: You are called to mediate a match where there is already a score
Scenario 2: You are called to mediate a match which has not begun [ this is actually the worse of the two believe it or not! usually between players that dont like or trust one another ]
Scenario 3: You mediate a match based on what happened before (either in a previous tournament or a previous phase of the tournament, or due to drama elsewhere)
Before, or on joining the game, identify yourself, and outline that you have been asked to mediate the duel.
Ensure that both players are agreeable to you mediating the match. Your not favouring either player, you are here to ensure a fair outcome.
Bridge MapIf Bridge Map, continue. If not bridge Map, all 3 users should search for a bridge map - all mediated matches should be done on a bridge map. If Cross region, the player traveling should find a bridge map.
To be quite blunt: ALL LLD tournament duels should be completed on a bridge map.
Comment that it will be assumed that if a player leaves the game before the match is concluded and does not return within 5 minutes that they have forfeited the match.
Comment that you expect both players to be GM, both in play and in comments in the game. flaming in the game may be considered as a TKO offence. Being able to be civil is a skill. When in doubt, stay silent and let your results (win or loss) be your lasting actions.
Comment that you expect both players to do what you tell them to do (see below).
Quote the rule: "Excessive running/hiding, Teleport, Charge etc. away (or using walls/houses)...is not allowed" and outline that you want to see activity from both players.
Gear CheckIf ever gear checking, always check both players and tell them in advance not to go to stash after gear check (else new gear check)
You really want to gear check before one of the player asks for one. Therefore ask at the earliest oppertunity. A player asking for a gear check should be considered as an escalation (bad).
For scenario 1 use your own discretion as to whether to gear check. If its a minor issue you may consider not gear checking.
You will usually know very quickly if there is bad blood. if bad blood - gear check immediately - and players may not go to stash after gear check.
For scenario 2 you should always ask for gear check and that players must not go to stash after gear check complete.
If under scenario 1 the gear check fails for the player currently winning, restart the match to 0-0.
If under scenario 1 the gear check fails for the player currently losing, ask the other player if he wants to either leave current score, or restart match.
Note: historically I found that gear checking led to 2 outcomes. i.e. either the players would behave for the rest of the match, or the players would blow up.
Therefore try to get an opinion from both players of the disagreement, if its not a serious disagreement consider not gear checking (as to do so might blow the issue out of proportion).
If you suspect that the players may be difficult or undermine your role, you can use the gear check to set the tone (serious, no messing now, lets get this done, no flaming else DQ).
For scenario 2 it is strongly recommended to do a gear check as soon as you understand there is a big disagreement. If gear is wrong, get them to fix it before start of match ].
OtherPlayers may not invite their friends to the game being referee'd. If said friends refuse to leave when asked by the referee (the referee should explain to this 3rd party that their presence is disruptive and will result in a TKO loss unless they immediately leave).
If its in a tournament the actions in the individual match should not result in a tournament ban, unless one of the users was extra special.
MatchesOutline the below to both players before starting the mediation.
I have used various time limits but typicaly a round should be well under the 10 minute mark for most matchups (there are exceptions). some players may contest this. you can decide on 5 minutes instead, dont set it higher then 10 minutes as that promotes undesirable play. The players lost the right to long duels when they asked for a mediator (or when the mediator was assigned).
In tournaments were issues occured during the group stage, a mediator will automatically be assigned to the KO phase for the relevant matches.
Vs EsBlizz - EsBlizz will always have mana issues (even with 2500mana). The Blizz is allowed to off minimap however set a time limit of 6 minutes per round. if both players are still alive after this time, the EsBlizz should be determined as having lost.
Vs EsFW - EsFW should really be banned as a build

should not be allowed to go off minimap (dont be anal with this - sometimes this will naturally occur. give a warning). Set a time limit of 6 minutes per round. if both players are still alive after this time, the EsFW should be determined as having lost.
Telechar vs non telechar - Set a time limit of 6 minutes per round, if the non-telechar is still alive the opponent should be determine as having lost.
TeleBarb vs Fire / Cold Sorc - Sorc is faster, and therefore should not be the one ever teleporting away. favour the barb if 6 mins no result
TeleBarb vs rest - Barb typically chases, most matches should not be very long
telechar vs Telechar - set a time limit of 6 minutes. per round. the faster player more aggressive playstyle player should be favoured by the mediator
Try not to interupt a duel while it is underway and try to never interupt when 1 player is low life, the 6 minute marker is a guide line, not an absolute. where possible let a round play out.
