this isn't quite as black and white, there's "windows" essentially.

below ral -> upgrade to ral is a good start

below hel -> upgrade to hel

below Lem -> upgrade to Lem, but dont upgrade Lems as Puls are worth basically the same amount

from Lem to Ist, dont upgrade (well, maybe Mal)

Gul->vex

and from there on I think only Sur and Cham are upgraded, all others keep as they are.
