1. blood ring craft -> lvl 83 is the minimum/ideal
2. caster amu craft -> lvl 93 is the minimum, the ideal is lvl95 to guarantee +2skill ammys
3. reroll gcs (from diablo) -> any gc of baal, diablo and nihlatak, your lvl don't alter magic rerolling (in this case ilvl99 gcs)

what charlvl i need to can get best possible stats? clvl95
do i need specific "magic/blue" ring/amu for the craft recipe to have better chances? don't matter the quality, but the ilvl of them (thats why we often see shop/gambling is the best option, to know 'exactly' what item ilvl)
i know there are like a "crafting handbook in jsp etc" but its way to much spam and complicated to find needed infos

you can use ammys/rings of drops, but often you don't know even remember what place you gather this ring/ammy, so shop or gamble is your friend here
jewels you don't care of ilvl/rarity
