These Items are actually really high Ilvl (90-99 only) and probably wear found at Baal/gambled with lvl 99 and then they can Re roll it in Horadric Cube until the Item have the desired stats.
Thats like a Normal Cubed Pc skiller 45 life or sommthing.
The Items themselve spawn naturally in the normal game mechanics.
and please dont shout around they Import and they Hack
i think every second or third Diablo2 User is using hacks or have used hacks already.
Hacks like, Bots (what find thos rare items @ baal to craft), Mh, Tmc, ect. ect.
and i have already seen good items like that spawning in game
FAQ is:
ALL Circlet Coronet, Diadem, Tiara and other Helm / Belt / amu classes with a Affix of 2 Class skills will ALWAYS be required lvl 67.
when you upgrade it or the item also have Charges of cast nova/wolf/s ect. the lvl req will also move up.

Do these remind any of you of something? Back in 1.09 there where the "Ith" items which are similar to these.
Basicaly this works on rws with the same type of item and socks. When they remove the sockets the abilities of the
first RW ramain the same and then when you create the second RW the item takes the properties of the new runes + the level requirements of the new Rw.
