I have two questions it's about mobile on russia

I live actually in france and have friend in russia


First question:

I try call him and there is any sound it's immedialty a girl who speak i dont understand what she saying and it make a little bip like i need let a message it's correct or?


Second question :

When i send a message if the number don't work anymore it will not send the message and i will be advertise or it will send but never will arrive ?

Girl speaking - his mobile phone is unreachable (offline, he is in metro or in in syberian prison). Beep means - yes leave a message.
You can send the sms message and it will not be delivered and you will not necessarily get auto reply.
