He's badass #1 in my opinion so I doubt it's true but it's made me curious.

Nope, his speech was about Holocaust / WW2 / nazi: "we can't forget the past", "stop lie" and other populistic bullshit.

Also he said nazi Goebbels was a talented guy and proved it with nazi quote. That's kinda lol.

Re-writing the history is not acceptable. Denying the past is not acceptable. People who do that are using Goebbels method "If you tell a lie big enough and keep repeating it, people will eventually come to believe it"
The deeds of people who defeated nazis should not be underestimated.

Pretty much this, he is throwing out WW2 terminology to spook the general crowd.
It's also a subtle knife to America who always clame to win WW2, so it's more of a cement stance to bolster the Russian force.
