someone knows how it works or can help me with that?
I need to get acc. with Russian Rubles (WMR)
how can I recharge it? Can I transfer PayPal to WebMoney? and how?

any info can help me

There's no official transfer between PP & Wm. You should use exchange sites (google 'em), it's pretty easy.

How it works? There's English site, you can check everything you need - http://www.wmtransfer.com/

now, how can exchange my paypal money to webmoney?
the exchange webs offer me change WME to WMR for example...
only can add funds with bank?

trying to exchange PP to WM there... if I send 10€, they give me 3 WMZ (around 3$) ¬¬'
if you send 10$, they give you 0$ (10$ fee)

usually you should get Formal Passport @ WM first:

checking PP to WM exchange webs... and one with 10$ fee... other with 15€ fee
