pretty sure it can be found on maps, but not sure on the lowest lvl possible.

known to 100% spawn on lvl 10 maps,

i "think" it can spawn on level 5 maps but you may need to clear more than 1 of them, in general the level 10 maps seem to spawn it close to 100% of the time if you have the quest available and are running /set easy 1

we know this from MM attempts and trying to shorten how long the quests take

+ Level Cap mods could bring it on a lower tier

edit: that is assuming that it can't already spawn on t1 which I think it can but I could be wrong

i prefer to use lvl 15 maps for pest/sneaky as it spawns nearly 100% of the time. on level 10 maps i found its to small 50% of the time for them to spawn
