Let's say when spawning EP or welling items when does magic luck come into effect? Is it when the monster is spawned or when monster is killed. Any info appreciated, thanks

nobody except paul really knows. I recall someone tested and said it counts mostly on spawn and partly on last hit
I try to use as much ml as i can and switch on last hit to ml while welling

Yea I've just been using it on spawn and kill for wells but for eps it would be nice to know. Thanks for the input

confirmed stuff:

when putting an item into a well, its the amount of ML used when putting it in. (this also makes sense as the strength of the well mob is dependant on the how good the item comes out, a 200ee item mob hits like a truck)
this was confirmed by using ML when putting the item in and getting an overspawn from the main drop when using 0 ML to kill.




Not confirmed:
I've heard in all other instances it's on the mobs death, so as an example when a well mob dies, all the side drops will be based on if you were using ML. Pretty sure testing was done here and no overspawns found when starting the fight with full ML and ending with 0 ML, although perhaps the tester was just extremely unlucky? unlikely.
