So lets start with the fact all XIV rods are practically worthless, Razo not only already has a massive collection of them but they're also too high level for even him. The next people behind him are miles off. This also applies to XIII, i'm not convinced even the 91 dura has any worth. People would need 55+ prof to actually be optimally using these rods.
The vast majority of the interest comes in at around VII to IX rods, as an example this guy regularly fishes and he's using an IX rod:

As usual, this is my opinion, i could be wrong but i've bought/sold rods when i was active at these sorts of prices.
Very often guilds will just give the rods to the guild fisher guys for free or for a small amount of fish.
