Don't believe he is confused. I think this item serves ice users very well. Thing is 40 int + 7%ee which is a pretty nice boost to damage.

I couldn't begin to price check something like this, feels like one of those things that you'd have to test the market with.

not sure about masterie value

but to me 1 masterie beat 1 int
