hmm - you're sure? Int is low, but it has a lot of mana benefits (mana, mpk, ms), combined with life and fire mastery

Mana is too low, you could just get a better tier 3 with more int and mana.
And life is usually not really necessary, its just a bonus add.

Mana too is to low. I am 100% but if you want, can you wait for other opinion.

20 for int
400 for mana

and ever t3 item without perfect stats like 10 int 200 mana will beat this item

+1 to 8 Mana per Kill - its mean thats after kill u will get mana from 1 to 8 (basically its near 1 xD)
and the cast costs on level 5 - 29 mana

also the item hunt is going on items that near perfect and beat previous tear item
lime 17+ int & 325+ mana - will cost a lot i guess

in other words, your item has the right mods, just too low to be worth something :S
