only reason it might be worth 1 fg is the fact it has 5 stats at level 5. 6 should almost certainly get 1 fg.
stats are garbage, as i said before it needs a main stat, heal mastery can be a good side mod though. not good enough even at 25% overspawn to be worth anything.
Magic luck, extra item slotsare useful no matter what item they spawn on. Generally need 3+ of either to be worth warranting picking up.
Strength/Dexterity/Intel/Enhanced effect are the other mods which if they spawned alone, can make an item worth something.
In short if it doesn't have a good helping of the above, it's not worth anything, can't really think of any exceptions

So for caster stuff you're looking for intel on weapon/armor and ee on charm
For melee stuff you're looking for ee on weapon/armor and strength/dexterity on armor/charm.
There are side mods such as quickdraw/crit/max mana/heal mastery which can significantly boost an items value.
There's also this, it's a bit outdated but gives you a pretty reasonable idea:
