With the Life Regen being 3 points off of maximum I'd say 10fg. I'm not sure if players go to town and equip it to regen then swap back to their Enhanced Effect weapon

I sold a similar(but charm) for 125fg. So, somewhere within that range. Might want to wait for a few other opinions.

Market has been dry in similar regen items to compare to, and i couldn't find any threads that had anyone selling one, just ISO's
I will wait for a few more inputs before selling, but at least i now know it's not completely useless.
