personally see it at 500-2000.
lvl 25 is getting to the stage of needing more int than more mana as with any luck your group is good enough to get levels fast enough that your mana from base int should cover at least 75% of a level.
This would be ideal for solo offcasters or people who play in slower groups but the guys who are in slower groups are also paying less fg for things
So comparing to this:

The 11 int and 5 higher levels are both extremely significant. if this was a level 20 axe i'd be closer to 3-4k and if it was same int same level i would expect a similar sort of price (given the same amount of interest, unsure how many of the top players have similar axes)
I'm probably wrong but that's also why no-one attempted to price check this, is we don't really know.
