Imo no, I had one just like this on market for several weeks for under 20fg ended up sending to a guildie to glyph

Unfortunately no. At this level it needs +mana to be worth anything.

It has +mana but not enough I guess

Yeah when off casting I would prefer +mana more than int low levels to avoid using mana fish

For use as an offcast plate, any class that can use it is going to need a lot more Mana than +91
