so ee seems to be the holy grail of stats, from what i could figure out

All weapons: Ee is good
Staffs / daggers are good with high int.
Armors: good with EE, or high str/dex, robes good with high int
Charms: ee good, high dex or str.

Other mods can be good adds, but depends on item.

If we are talking about weapons, it most of the time is Ee, true
But also stats on gear could have a lot of value.

alright i see, can items with lower lvl req have as high of int as high level items ?

No, stats are capped based on the tier of the item. Magic luck can cause item to spawn one tier higher so the max it could have spawned with is 20, or 25 if it overspawned.
