oh so i dont even want EE on something like this I would want like +Dex or +Int depedning on my weapon / class right

Padded EE can also be used for "fake tank" but so low ee got no value

Robes, yes. Dexterity, Strength or Intelligence. Medium / Heavy armors is when EE becomes useful. But at this level, it would need to higher EE to be valuable, even on medium or heavy armors.
This is not to say that Dexterity, Strength or Intelligence isn't useful on medium or heavy armors.

yeah so +class stats is better than things like +life leech +health +mana is what im starting to realize, because it gives more damage

Life leech is strong in some situation

Everybody loves a good side mod or two, but yes, stats are priority.
