I believe that evil wells are +1 per tier although I don't have enough evidence to say for sure. Either way, we don't get to see nearly as many maps as we get to see equipment drops. But think about how often you have seen a +2 crit strike tier II item compared to how often you've seen a +1. Now compare to how often you see +3 crit strike tier III or +5 crit strike tier V, etc.

Personally, I have bought well maps with up to 8 wells on them but they are of much higher level. I mainly did it because I got a pretty good discount on those per well as long as I was willing to trap myself for day(s) in a well map :P

I would say +2 well tier I would be pretty rare since these can overspawn to my knowledge.
