This armor is more like a 174ee 55.
It is the opposite of what you say. If you want to skip any levels it is the higher ones (35+) you can skip. The lower levels the difference in base damage is a lot more. For example, the base damage difference between a tier iii (lvl 0) and tier iv (lvl 5) weapon is 33%, where as the difference between tier 13 (lvl 50) and tier 14 (lvl 55) is 7.5%.
Your estimate was pretty close. It defends the same as a 173 ee lvl 55 leather. ~20% rule wins this time
