so it is entirely dependent on the proficiency of the buyer. looking again i'm at 17.
Lets also suggest i have an unspawn with 240ee level 15.
This dagger is actually better than a 240ee level 15 due to the fact it has a sidemod of 2 crit.
However for me, this is the exact same as if it only had 123ee and the same side mods.
Fuzzysocks as another example has 23 prof, so doesnt even need a maxed dagger. 117 is enough for him to cap out.
In short ee + proficiency + mastery (charms only) = total ee, if this exceeds the maximum overspawn then instead it just uses the max overspawn number. so for t3 that would be 80ee.
This is why weapons with sidemods are generally preferred to overspawn. or charms with int/mana sidemods.
Here's some examples where i bypass the ee cap by using sidemods:
