Hey all - I got to proficiencies for without too much difficulty but some decent time. As soon as I hit plvl4, I started fishing at level 5, and suddenly I can't catch a fish, even if I don't miss any snags. I got the highest level rod I could, but can't make it work. What did I break?

your issue is that you're using rods which are too strong for your plvl.

short story is you should be using a level 5 rod with any amount of durability.

something like these would be ideal:

Magical pine fishing rod
Skill Rank Req: 5

+49 Durability

Magical pine fishing rod
Skill Rank Req: 5

+20 Durability

you might find skill rank 10 rods to work as well, i certainly wouldnt recommend higher than that though
