Drop rates will always be low in this game. Majority of drops will always be Tier I and Tier II items regardless of level 1 or 100.

Typically from what I’ve seen and my personal experience, anything within +-15 levels tends to be the standard for receiving more drops within your level range.

Welling above your level tends to have more side drops, treasure chests on high level maps above your level tend to have more items from them, etc.
Doing maps 20+ levels below your level tends to not provide many drops at all.

As for magic luck, who knows how it actually works in relation to stats or tiers. The more the better is what people tend to use while muting, welling, EP hunting.

Just my experiences, others may say something different depending how they usually play the game.

Drop rates only change if you kill much lower or much higher levels than your own, magic luck is just as much as you can fit in while killing fast.

so basically 1-19 you can basically expect trash, might get something worth upto 500 fg but that's incredibly unlikely. i usually explore the maze level 1 then whistle the way to 20.
level 20-35 can have ok drops, as a level 20 sword/dagger/axe with 100ee is worth 100-200 or so and a 140ee is worth more like 3k+ can't hurt to start exploring at this level
level 40+ is generally where the magic happens but the more levels you go up, the harder the mobs get, in general by the time you reach MQ your killing speed is so slow, that you're better off levelling back upto 40 and going again than pushing on another 5-10 levels.

My personal expectation when solo'ing is to get 1x item with at least 80ee or 30+ strength or dex or intel per climb and i'll usually well a good 20 items also.

You can get some nice maps between 1-19.

Especially low level maps with + level cap

The drop rate doesn’t change in any noticeable way. I always keep going until I run out of items to shrine and it’s definitely worth it if you can handle it. I would not bother with it if you are struggling and need to regen, better to just mq and go again in that case.
