Jubilance only work while in "town"
It is not related to actions
It X experience per second
Ideal Exp you can say

Pretty sure jubilance works per action now as well. Only after each action though.

E: It won't continuously accumulate in catacombs as it does in town.

Jubilance also works while fighting, but only up to lvl 70. after 71 it's not working

This was changed in the rewrite over a year ago and now jubilance gives exp per hit on monsters at least 5 levels below you or higher, giving more experience per jubilance point for more damage dealt and for more difficult monsters. I don't have the formula for how much experience it is though...

But, afaik it doesn't help drops.
