I have seen a few references in different topics that ML only helps for overspawn, but does it also create a higher chance of say finding a 30+ dex armor/charm, 100+ee item etc? I assume testing this would be next to impossible, but any insight is appreciated!
Magic luck had an effect even before overspawns were possible. However, there is no display message or indication of if it worked other than with overspawn properties, because that is the only effect it has which cannot happen without magic luck.
I was using magic luck for quite some time before overspawns were possible and other than overspawn properties, there are two effects which ML seems to produce. It can increase the rarity of the item (magical, rare, mystical, etc) which in the past was always obvious after playing with ML vs no ML over even a pretty short period of time, and it can increase the tier of a property on the item (tier 1 ee is 1-20%, tier 2 ee is 21-40%). This effect was almost impossible to discern until overspawns were possible.
Whether this second effect can produce more than a single tier increase in properties is something that I don’t know... however, even if it only increases by one tier, it will increase your odds that any given drop is above the breakpoints that you mentioned
