and how do you whistle for different lvl mobs?
/whistle 5 --> tat does not work

You can NOT whistle higher level mobs than your character level (or driver level), you can reduce the monster level though (normally used solo'ing and whistling level 1 mob so you can heal yourself up without taking damage)

EDIT: oh fuck, can I abuse the game using this method (never done this personally as I find it pointless, but it maybe handy)

Yeah, you can set T for a lower level than what your char is, but it will take longer to level up,
and I don't think you gain any proficiency by doing this.
I may be wrong on the latter, but I am in no hurry to try to find out

Does whistle work on mobile version? If so ... how?

Yes. There is a little whistle symbol on the upper left corner of your catacombs map
