Copy and pasted from the 1.30.9 patch notes: All skill proficiencies used at a level lower than your current rank now have a diminishing return chance to still gain proficiency points (Jun 11 2020)

Am I missing something.. I'm not seeing any prof gain at lower than my rank while using the ranked weapon. Long ago, I was not used to having this feature.. so I swapped out to gain prof on another rank in the mean-time until I hit the level I wanted/needed for my main profs. I thought I'd try and take advantage of this new feature today.. But, After 3 levels, I got 0 prof.
