New to LS and trying to figure out what's worth keeping or selling. So far I've noticed the most important stats seem to be high EE, str/dex/int.

Can someone let me know a ball park of the minimum rolls for desirable mods that would be worth trying to sell the item?

So do the tier levels and level requirement to use it have a correlation or are they independent? I see that the higher the tier, the more max stats an item can have; but I see a lot of ISO for low level requ with stats that seem to exceed what would be expected in that tier.

If level requs DO coincide with tier level (I.e. VI - 15, VII - 20, ETC.), then how are lvl 0-10 items able to spawn mods like 150+ EE? Hopefully that makes sense; I may just be confused on how the tier and lvl system works.

Max 20% per EE per Tier ... TI = 20% max TII = 40% max etc.
You can exceed this by another 20% when using ML and IF, BIG IF it is rolled as an overspawn.

You're confused... Prepatch items or whatever they call them here can spawn higher EE but you don't need to worry about that anymore. Follow the chart I sent you.

I started recently too and I play with my phone too...same as you ;) and my gear is horrible. But you'll get used to it, if you don't get sick of it within the next few days lol. It's a very small community and items are way overpriced and mfing for godlies is impossible. So you have to grind your way up.

Example: A tier III sword (no lvl req) can have a maximum of 60 EE...a lvl 5 sword can have 80 EE maximum and lvl 10 100EE and so on ....look at the second image in that link I sent you...basically you can keep anything with 50+ EE and UP. And tier I and II items are useless as far as I know so you need to look for Tier III and UP....

Unfortunately no real guide has been written for LS so you have to figure it out as you go. But basically, save items with high numbers on them (EE, str, life, intelligence, magic luck etc.)...following that chart.

Gl man. Hope that helped.
