Can you clarify how the Event mod +X Wells effect Catacomb / Map. This is how I perceive it:

When you create a "Catacomb" or "Map", you will get either 0 Wells or X amount and the +X # Well(s) during an Event apply to number (Note: this does NOT apply to a Map with +X Well(s) )

Basically, if you enter a "Maze" (Catacomb/Map) and you find 1 Well [excluding +X Well Maps] during your run in this Event of 3x Wells, you will find 2 more wells.

This was my finding as well

i could imagine that the avrg is simply multiplied with 4. (3 times MORE wells)
so if the normal avrg on a small map would be 0,25, then the new avrg would be 1 per map. doesnt mean you always have to find 1.. you can also find 0, 2, 3, 4.. just the avrg would be 1

So from your explanation here, the Event "3x More Wells" wording has been misinterpreted. So would that mean that there is a % chance of 3x Wells based on X average.

Wonder if it is based on the "Area" (Size) of catacomb (maze) you have a chance of finding a well.

Oh well, back to the drawing board.
