It's there to roll magical stats onto items.

You throw in a plain item with no magical stats - you battle the mob that is spawned - you get the item with magical stats.

You also get other items that may drop with it as well.

I dont really fish much in the wells as it is. That might change when/if I hit 30 fish prof.
