Tier 2 fishing rods says they require skill rank 5, but I am able to use them with only rank 1 proficiency.

At first, I thought maybe they just don't work properly, but still allow me to fish, so I stuck in a tier 7 (requires rank 30), and it that doesn't let me fish at all.

So, is the requirement referring to something other than proficiency? Or what am I missing?

You can always use a few higher level fishing rod. More prevalent in the higher levels. Helps on the bigger fish. Im using a lvl 30 rod at lvl 25 fishing.

Basically relate the tiers to fish. Bump up a teir rod with a new teir fish.
