Currently the masteries work to give an extra boost on attack charms if applicable and also add to defense against that type of charm damage
I think this could be revamped to make this a much more useful stat

My proposal:

Add the mastery to melee damage as well, as a chance to add that type of damage

IE:

Mythical tempered diamond chain mail
Level Req: 45
Physical Defense: 42 to 107
Magical Defense: 0 to 27

+2 Intelligence
+11 Magic Luck
+1% Armor Pierce
+16% Ice Mastery
+5% Lightning Mastery

If i were to use the armor it would give me a 16% chance to add Ice damage and 5% chance to add lite damage
Not sure what the damage multiplier or how to quantify it
Perhaps it could be based on the % so 16% chance to cast 16% added damage?
