Technically if you're going hard you want a durabilityless rod. This way you'll catch more fish quicker and have a larger stock for cooking later on.
@ 9 fishing you can use a tier 2 with durability or a tier 3 white for max efficiency. Otherwise you can just use a tier 3,4,5 with durability and take your time.
