Log into one character go into catacombs. Exit game completely. Log in to another character and try to go down in catacombs. Get flood error repeatedly

Yes. It's not a bug.

Previously you just spam clicked until you went down. Now it's the same thing, it just tells you that you have to wait a little longer.

Nah. It's not. You just think it is. It's exactly the same length, but now there is a popup alerting you that you are trying to hard.

I can confirm this isn't a bug. Short duration cata creation gets flagged as abusive behavior, it is not an intended game mechanic.
