Yup, this is true also, with 1 slight clarification.
The penalty is 25% of the total damage or healing of the charm in accessory slot, not 25% of the ee. Therefore a 100 ee charm in accessory slot actually acts as a 50 ee charm. A 200 ee charm would function like a 125 ee charm in terms of damage or healing done.
It will, however, also cost 75% of the MP per cast written on the charm, rounded down. So a lvl 55 charm (MP cost 109) will cost only 81 mana when cast from the accessory slot
