At higher levels your pretty much buy all the skillables. With the current player base and how little items of high levels drop from regular climbs, which is 95% of the climbs, you will run out of skillables very fast.
I would say that there is an alternate approach to this...
You can also spend more time hunting EPs by exploring... rather than whistle-climbing. That'll net you a lot more skillables... If you do it this way, you should be able to maintain a good balance between skilling and doing things in your actual life! Just be prepared for it to take a decade to get to where you wanna be skilling

Oh right. And to answer the original question. Although I see many people doing all skills on 1 char, I would recommend that if you are using more than one character to play LS, put only one skill on each. That way you always have something you can be working on when you have downtime

And for transferring, I'd say put things you will be working on soon on the appropriate character or in your vault, and items that you won't work on for a while on mules
