pretty simple question, are they still obtainable or do they exist from an earlier patch?

No. Hardcore was released after the new spawning criteria was implemented.

Overspawn still exist and ist still posible, the chance of getin one tho is pretty damn small lol, only happen few times during 10 years, and that was with more than 500 active slashers last time one of those drop.

I think a few exist on Hardcore but are useless mods from what I understand. I doubt anything of value will ever over spawn going forward
