Basically there is a cap on Enhanced Effect of 20%
If you have a Rank with 20 % and you use TierIII Item with 60% EE
... you are at Cap level... I want to remove the 20% EE cap... I.E.
Tier IV 80% ee, you have a Rank of 25 = 25% EE... then you should
not be capped to Rank 20 and lose 5% enhanced effect.
Why should this happen... it is simple really... your skill [rank] level means
you are adept at using that item above and beyond your level because you
have spent the time honing your abilities [skill] etc.
Another thing that should be discussed... there is very little chance that you
will find / buy or trade for an item that can help you exceed your Rank in that
skill, not only that, I am sure that 3-5+ years gaining prof points above Rank 20
actually helps you as much compared to the game mechanics now.
Anyway... just think this cap is irrelevent [sp]

With your example... the 20% cap should be accounted for... so a TierI = 20 max ee, and cap is another 20% cap, BUT, your Rank [skill] in that
item will exceed it.

EDIT: alot of people don't understand that a TierII dagger with 40% Enhanced effect will NEVER deal more damage than a WHITE tierIII dagger.
Now... if you have a rank of 20% in dagger, that tierII dagger with 40% ee will deal around the same damage of a tierIII WHITE dagger.
Tier II dagger = 8-14 damage
+ 20% = [1.6%] 09.60 - [02.80%] 16.8
+ 40% = [3.2%] 11.20 - [05.60%] 19.6
Tier III dagger = 12-21 damage [NO ENHANCED EFFECT]
