it's all RNG if you find something or not. Been around for like 20 years and not found a single 200ee+ item
Then some new user comes around and finds a 200ee+ item within the first weeks/months playing.

BUT, with magic luck on you there is a chance it can be a overspawn on the stats. for EE it can be up to 20ee more. So if you get a Tier III item and have magic luck there can be 80ee on it instead of 60ee which is max.

Yes and no. Tier IV items are where items can start becoming 100ee. So yes as far as level 6, and no because not on T3.
But for T4 to achieve 100ee it requires the above conditions that mentioned (Magic Luck)

You will normally start dropping items at the respective tier when you reach the level you can actually use the item.

Without magic luck, you can technically drop 100ee (max) at level 10.
At 15+ you'll have a chance to drop higher than 100ee (20ee increase per 5 levels).

Monsters in trap doors and evil presences will more often drop gear at higher tiers than regular monsters which will be closer to your level. I believe they can also have a chance to drop 1 tier higher than your level, e.g. you might see level 15 gear drops while between 10-14.

Worth noting the rng on this game is really painful, with most drops being completely garbage and being heavily weighted towards low tiers/low rolls.

One thing I noticed that people did not mention because it doesn't really count for beginners.

Tier III item max EE = 60%, if you're lucky with Magic luck it can be 80% EE. (which has been mentioned)
... Max EE T3 = 60%, Magic Luck can increase this by 1-20% more... thus 61, 62, 63, 64% to max 80%.

If you have Proficiency of Rank 20 in that weapon type, and @ level 1 you are using an 80% EE tier III weapon of that type, you are maxed out at 80% Enhanced Effect... not 100% ... so you can just use a 60% EE weapon and still reach max damage (not including stats)

Confused... simple, there is a Cap on Maximum EE% per Tier of the Weapon / charm(s) and Proficiency Rank of 20(20% EE) of the base weapon drop chart.

EDIT: Unless that got changed with the Overspawn update and not mentioned in updates.
