You are correct, about 3 monster types (if I recollect) have this ability, however as mentioned above "Debrivil" will remove "ALL" your Ability Charges whereas one or more of the other types only remove one(1) ... not sure if one of those monsters only remove "Attacking" ability charges or "Healing" ... thus trying to identify them specifically.

EDIT: Also, if in a group, does "Debrivil" remove every party members charged abilities, or just the person that attacked "Debrivil"???
pulling out the update, it looks like the memory loss style abilities are all grouped up.

Elephoerectus has a new ability: Roaring Blast - Removes ALL ability charges when it is attacked. Potentially the entire group? (nothing happens when it attacks)
Debrivil has a new ability: Evil Eyes - Removes ALL ability charge when it attacks. (nothing happens when its hit)
Prowlion has a new ability: Suffering Succotash - Removes charge from 1 ability when it attacks
Incapacitor has a new ability: Defensive Memory Loss - Removes ALL ability charges when it is attacked (nothing happens when its hit), this is the guy with a big eye on a stalk to a body with a big mouth + tentacles on the blue section
I'm happy this is the current full list barring updates.

edit: added 1 more in. Not sure how i missed barkodile but had him as an ep just now and it was very noticable.
He also is part of the grouping
