Drops in this game are all based on luck. You can play for years and not find anything good, or find something on your first day.

Getting to a much higher helps, say about 55 +

It's more about quantity imo. The faster you kill mobs and the faster you can explore, the better the chance to find something good.

To answer your question: Yes, there is the stat Magic luck, which helps to find better items. But these items aren't cheap.

There's lots of good starter gear here for cheap you can buy.

Like the others said you have to kill lots of monsters. Once you get better gear you want to kill evil presences and well monsters (drop white item into well). You need to kill 10's of thousands of monsters before anything decent drops. It'll drop you just have to be patient!
