Not sure it was explained particularly well.
So an explanation of transmuting.
To begin with there is a limited amount of items you can transmute and most of them will give you near worthless tier1/2 essence.
To do this put a tier 1 item into the transmutation box and click transmute, all skilling can be found in town.
If you successfully finish then you'll be given an essence of the same tier, and a maximum of the magical quality of what was muted (so if you muted an angelic, you might get magical/rare/mystical/angelic)
This essence can then be applied to an item, lets suggest we got a mystical tier 1 essence, you can try applying it to a magical/rare/mystical tier 1 item by going back into the muting and putting the item into one of the boxes and the essence into the other.
If you applied the mystical essence to a magical item, then the item can come out magical/rare/mystical. It's usually best to apply mystical essence to mystical items, as using a mystical essence to get a magical item is pretty wasteful, especially at level 55 items where the mystical essences are worth around 80-90 fg whilst a magical is only 35 by comparison.
The roll on the item will be completely random as if it had just dropped from a mob
All muting is close to worthless until you reach tier 3's. when you get to that point the items you can reroll can have value. (it's "possible" for tier 2's to overspawn and have value but it's too rare to be an option)
As some rough idea, each 1000 skilling prof usually takes in the region of an hour, each prof increase will increase the prof needed by 1000.
So rank 0->1 is 1000 prof
1->2 is 2000 prof
2->3 is 3000 prof
so just gettting 1->5 is 10000 prof
Here's a rough idea of what you can transmute at what prof. Can see you can attempt tier 3 magicals at level 1 prof, however it will take a long time as the difficulty is the maximum. You'll have to find what feels right for you
